To conduct the monthly revision of the organisation chart; update and monitor execution of the workforce planning, position database, and job evaluation for a set of entities in liaison with the HR Business Partner. The incumbent is responsible to issue the monthly actual headcount and make it available to the internal stakeholders. A gap analysis Actual vs Forecast must be made available.


The incumbent will work within the applicable frame of Policies / procedures of HR Company Management System.

North Oil Company counts >1600 organic positions that need to be administered and growing.

The organization chart will be issued after the workforce planning. The workforce planning is done 3 times a year lead to the valuation of Manpower cost by Finance



Ensure application of HSE standards throughout the HR Division and day to day activities

Take initiatives to raise HSE awareness and improve performance within HR Division and the Company

Organization Chart:

Update the organization Chart with latest up-to-date data by collecting and cross checking the relevant information from recruitment, operational entities, C&P, HR Business Partners

Positions Database administration, Job Description and Evaluation

Check the quality of the job description received and advise the hierarchy on necessary modification

Manage the Evaluation Committee agenda and prepare the information required for job evaluation

Contribute to the evaluation of positions as per Hay methodology

Ensure the HR Information System is updated with the relevant information on positions, job evaluation and description and movements of personnel

Workforce Planning:

Ensure the Workforce Planning is always up to date and data are accurate by liaising with recruitment, operational entities, HR Business Partner and C&P.

Ensure the alignment between workforce planning, organization chart, headcount budget and recruitment plan for his/her perimeter

Headcount budget: – Liaise with Finance to provide monthly actual headcount to Finance – Support the HRBP in the development of each closure forecast/budget headcount forecast.

QIS: – Collect, consolidate and submit the data for the annual Nationalization report (QIS) to QatarEnergy as per requirements

Data accuracy and quality: – In all the activity, the incumbent ensures that data are always accurate and up to date. If in the course of the activities, errors are encountered, the incumbent must take actions to correct them. Continuous improvement of data and processes is key to HR operational excellence.


Context: Organization design, job description and evaluation, workforce planning and headcount budgeting are extremely intricate and are key to the strategic steering of the organization and its resources by Top Management.


Masters or Bachelors Degree in Business Administration, preferably with Major in Human Resources Management

Minimum 3 years experience in a Human Resources role

English: Good communication and writing skills, attention to details Capacity to work in project mode, respect deadline and deliver high quality output. Capacity to analyze large amount of data and provide a synthesis, intermediate Excel user.
