Project Description


NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”

NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea .”

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.

Detailed Job Description Summary


This role supports the Rail Systems and Integration Director in the management of integration of the transit systems and the civil infrastructure elements of the Backbone designs undertaken by the Backbone Engineering Consultant (BEC) and subsequent design and delivery contractors. This role provides technical oversight of activities relating to Systems Engineering and Integration and to ensure the identification, clarification and resolution of the project interfaces between BEC and subsequent Design and Delivery Contractors Works Information and other third parties involved in the project, in order to ensure all project elements, come together to deliver a fully integrated system. The position reports to the Rail Systems and Integration Director.

Responsible for acting independently on Integration matters pertaining to the project.

Job Duties

  • Leadership of the System Engineering and Integration function.
  • Providing visible leadership and demonstrable commitment to Systems Integration principles by setting up the processes for integration on the project.
  • Accountable for identifying NEOM Project Integration issues.
  • Keeping the Rail Systems and Integration Director informed of technical issues arising from integration activities.
  • Provide specialist knowledge in a related systems field & software configuration management.
  • Produce Management plans, processes, policies and procedures.
  • Facilitating resolution of integration issues with the BEC and subsequently between the Design and Delivery Contractors.
  • Maintain regular Interdisciplinary Integration Meetings.
  • Generation of key metrics for progress reporting based in Integration Activities.
  • Assure that Configuration & Change Management impacts, impact analysis and decisions are implemented.
  • Define the integration and interfacing activities at each technical stage gate review of the evolving design and development to enable:
  • Project design integration,
  • Acceptance to the next stage of design and development,
  • Capture of residual issues for resolution; and
  • Work with the Assurance Manager to demonstrate that assurance requirements are met.
  • Working with the Interface Managers to ensure that the BEC design and subsequent contractors collaborate with each other such that the systems, rolling stock and infrastructure interfaces are defined, designed and managed to meet the NEOM Projects requirements and deliver the required level of ‘whole system’ performance.
  • Supporting the successful delivery of the project with multiple modes of rail operation and infrastructure requiring full systems Integration.
  • Understand a live operational construction environment with significant safety hazards including moving trains and 25kV Overhead Line Electrification.
  • Undertaking reviews of contractor design submittals relating to integration and interface management.
  • Undertaking reviews as required of other contractor technical submittals (including task briefs and work package plans) relating to integration and interface management.
  • Supporting the achievement of systems integration and acceptance with agreement from stakeholders in a timely way.
  • Directs and provides technical and administrative guidance to assigned Project and/or discipline Engineers in the management of engineering projects.
  • Champions the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project or program.
  • Take personal responsibility to ensure your own and others’ health and safety – including those who may be affected by the delivery of this role.
  • Co‐operate in all matters relating to health, safety and environment, including following safe working procedures at all times and not deviating from agreed safe system of work.
  • Advocate, promote and engage Bechtel’s health, safety and environmental policies and initiatives.
  • Conducts annual performance reviews in accordance with approved procedures and holds career development discussions

Qualifications/Experience Essential Technical Skills

  • Degree or postgraduate qualification in science, engineering from an accredited university or equivalent qualification.
  • Minimum of 25 years progressive experience in delivering rail projects.
  • Evidence of direct experience in managing and executing rail projects.
  • Direct experience of Integration in High-Speed Rail, Mass Transit and Freight projects.
  • Extensive experience in supporting project teams in the development, verification, and validation of designs throughout the project lifecycle from Feasibility and Design to Implementation and Client Handover.
  • Thorough understanding of the process to ensure interfacing between various parties and the use of specific tools to support integration.
  • Strong English language communication and report writing skills.
  • Ability to prepare clear strategic planning procedures and user-friendly templates to assist entities in undertaking forward, strategic planning.
  • Knowledge of Microsoft Office and Adobe Design Suite software programs and have the ability to prepare reports.
  • Relevant knowledge of KSA and a sound understanding of the cultural norms and requirements of the region is preferred.

  • Must be self-driven and able to plan and execute work without direct supervision from senior management and/or peers.
  • Must be flexible and adapt to working in a demanding PMO environment, including the need to travel and work remotely if / when required.
