Overview

Oversee media sector policy setting & evaluation, research & ideation, media sector and DMCE specific strategy development and monitoring. Promote innovation in the sector, while monitoring DMCE in carrying out assigned responsibilities in accordance with internal DMCE strategyKEY ACCOUNTABILITIES & ACTIVITIES :Media and creative expression policy

  • Continuously monitor and update Media policies, guidelines and frameworks inline with sector requirements, international industry trends and best practices
  • Continuously monitor and update the overarching NEOM media agenda inline with sector requirements, international industry trends and best practices

Media strategy and sector performance

  • Manage the development and update of Media Sector strategy
  • Implement the sector performance management philosophy and approach to ensure NEOM media sector growth and development
  • Continuously update internal DMCE Strategy including sector strategy priorities and objectives in alignment with NEOM media ambitions and targets
  • Develop and continuously monitor and update DMCE specific KPIs

Research and insights

  • Manage research, data collection, market intelligence and monitor industry trends locally and internationally to inform overall decision-making
  • Manage periodical publishing of studies and research results to ensure transparency
  • Foster public participation and consultation with regional and international industry experts inline with international best practice and benchmarking

Project and people management

  • Design and rollout innovative initiatives and projects to setup and operate the Division as a lean, future Government entity, including digitalization, operational innovation, and creative incentive schemes
  • Day-to-day hands-on management of Division’s initiatives and projects (planning, budgets, design, implementation) in alignment with Head of DMCE
  • Develop an inclusive/collaborative performance culture that embraces NEOM’s values
  • Set performance objectives for team members and ensure alignment with DMCE
  • Promote a high-performance work environment that delivers quality

Stakeholder management

  • Collaborate with NEOM Media Company and NEOM Screen Office to ensure media objectives and macro KPIs are achieved
  • Work with relevant teams to develop MoUs and agreements with key KSA stakeholders

BACKGROUND, SKILLS & QUALIFICATIONS:Knowledge, Skills and Experience:

  • Functional background and knowledge of: Ideation, policy setting, & evaluation; ecosystem support and stimulation; industry engagement and partnerships
  • Professional and managerial competencies in: Leadership skills; Stakeholder management; Communications skills (incl. drafting); Team building & training; Innovative thinking
  • Track record of successful end-to-end delivery of policies and strategies from ideation and design through to implementation and evaluation
  • Understanding of strategic planning, financial management and budgeting, including profit and loss, balance sheet and cash-flow management
  • Ability to develop and articulate clear strategic options, evaluate outcomes, and plan effective implementation
  • Credibility and proven record in developing relationships, negotiating with stakeholders, partners, providers, and clients to deliver Division objectives
  • Excellent communication skills in English

Qualifications And Experience.

  • Advanced degree in law, business administration, economic development, media, or any related field
  • 10+ years of experience in the public sector or in a private institution focused on media policy setting or strategy development
  • Minimum 5-7 years of supervisory experience in public or private sector organizations with experience in building teams, project management, including effective management of large budgets
  • Experience in international markets such as UK, Canada, USA is highly preferred
